How to make best use of limited resources
We have asked the visited schools on their opinion: if you have limited resources to spend on ICT how should you spend it? - 1) buy computers and place them in a computer lab at the school, so you can have a lesson where alle students have access to a computer, 2) buy a computer for each classroom so the teacher can use it for a short time during the lesson when relevant, or 3) buy a computer for each teacher so they befome more familiar with ICT and can use it when preparing the lessons. If it's a portable computer he can use it in the classroom to - in ideal combined with a videoprojector.

Limited resources
I would argue that a laptop for every classroom is the best solution in this case, as all teachers can use it for whole class teaching, and they may also use it outside the classroom. The computer can be also used for group work or students.
It is very impotant that each class has an Internet connection.
Seymour Papert said that the effectivenes of the use of computers decreases with the increase of their number per classroom.
